The Canadian Cannabis Coalition (CCC), a national umbrella organization for stakeholders in cannabis-related organizations, products and services, applauds the visionary recommendations of the Special Senate Committee on Illegal Drugs, especially in regards to the legalization of cannabis. The report is a major advancement toward a harm reduction-based cannabis policy, which acknowledges that the harms and benefits of cannabis can best be dealt within a legal,

regulated and controlled environment.

Through rigorous research and analysis of the many models of drug policy practiced around the world, the Senate Special Committee has

acknowledged the failure of cannabis prohibition, which serves only to advance black-market criminal interests, while criminalizing a large

proportion of the population (around 600,000 Canadians currently have criminal records for personal possession of cannabis) for behaviour

that is not inherently dangerous to the self, or to others.

The CCC has been a vocal critic of the new Marijuana Medical Access Program. As such, it was of particular interest that the Senate Special Committee had many of the same concerns that we had long expressed. The Senate found that “The MMAR are not providing a compassionate framework for access to marijuana for therapeutic purposes and are unduly restricting the availability of marijuana to patients who may receive health benefits from its use”.

The recommendations and findings that are of particular interest to some of our members are:

Measures should be taken to support and encourage the development of alternative practices, such as the establishment of compassion clubs

No attempt has been made in Health Canada’s current research plan to acknowledge the considerable expertise currently residing in the

compassion clubs

Health Canada should, at the earliest possible opportunity, undertake a clinical study in cooperation with Canadian compassion clubs

The qualities of the marijuana used in those studies must meet the standards of current practice in compassion clubs, not NIDA standards

Consider viewing marijuana as a natural health product, like other herbs and plants

People who smoke marijuana for therapeutic purposes prefer to have a choice as to methods of use

Additionally, Health Canada has recently announced the formation of the long overdue Medical Marijuana Advisory Committee. Although the CCC boasts some of the most experienced and knowledgeable medicinal cannabis users, researchers, suppliers and pioneers in Canada, we have been denied representation on the committee.

While we applaud the Senate’s report for its compassionate and rational recommendations, we would like to point out some areas that could be improved:

The report calls for a declaration of amnesty for any person convicted of possession of cannabis under current or past legislation.

The CCC further recommends that amnesty be extended to anyone convicted of nonviolent growing and distribution cannabis offenses

under current or past legislation.

The CCC is opposed to any form of forced treatment for cannabis users. Those who are arbitrarily deemed excessive users must not be

forced to undergo treatment by a Drug Treatment Court or any other agency.

While the Senate shows great concern for the health of the many Canadians who use cannabis, these concerns could be better addressed

with attention to the quality standards of the cannabis being produced. Higher potency cannabis will lead to smaller amounts being consumed, and organically grown cannabis tested for molds, mildews and fungus will result in a healthier product being consumed. Such standards will greatly reduce any health risks associated with

cannabis use and will put the onus on the producer rather that on the consumer.

When considering cannabis use and driving, we suggest that impairment is the only valid concern as opposed to the operation of a vehicle under the influence of this substance if one is not impaired. Thus testing should be for impairment, not for substance use.

The CCC welcomes the Senate’s recognition that the label of “drug abuse” is arbitary and incorrect. At the same time, we do have concerns that some other language of the report, such as arbitrarily defining “at-risk” and “excessive” use at over and under one gram of consumption per day respectively, is counter-productive. Many

Canadians, particularly, medicinial users, consume in excess of several grams of cannabis per day without any harm to themselves or

others.

The recommended National Advisor on Psychoactive Substances and Dependency might better be called the Advisor on Psychoactive

Substances, until there is a better understanding of dependency and the connotation is less pejorative. The recommended national fund for

research on psychoactive substances should also fund research on the beneficial effects of such substances on humans.

Finally, on the same day that the Senate released its Final Report – September 4, 2002 – the DEA raided the most respected medical cannabis dispensary in the United States, The Wo/men Alliance for Medical Marijuana (WAMM); literally grabbing medicine out of the hands of the

sickest, weakest, most vulnerable of its citizens. In Canada, the last month has seen both the Toronto Compassion Centre (1200 members) and

the Sunshine Coast Compassion Society (70 members) raided by police, resulting in closure of the clubs. This callous, indefensible police

response to the suffering of some of Canada’s sickest citizens must also end.

To avoid further accusations of callousness or negligence, the government must act to implement the recommendations of the Special Senate Committee on Illegal Drugs with the CCC’s additions, immediately.

For our part, we will continue to press the issue through the criminal and civil courts, the political process, education via print, web and

electronic publishing, and civil disobedience, until the situation is remedied.

Canada is a modern, educated, and compassionate country; it is time for our drug laws to reflect logic and common sense. It is time to end

the war on responsible Canadian cannabis users. It is time for a drug peace.

Even before the first computer was conceptualized, data had already been stored on hard copy medium and used with a machine. As early as 1801, the punched card was used as a control device for mechanical looms. One and one-half centuries later, IBM joined punched cards to computers, encoding binary information as patterns of small rectangular holes. Today, punch cards are rarely used with computers. Instead, they are used for a handful of train tickets and election ballots. Although some may find it surprising, a computer printout is another type of hard copy medium. Pictures, barcodes, and term papers are modern examples of data storage that can later be retrieved using optical technology. Although it consumes physical space and requires proper care, non-acidic paper printouts can hold information for centuries. If long-term storage is not of prime concern, magnetic medium can retain tremendous amounts of data and consume less space than a single piece of paper. The magnetic technology used for computer data storage is the same technology used in the various forms of magnetic tape from audiocassette to videocassette recorders. One of the first computer storage devices was the magnetic tape drive. Magnetic tape is a sequential data storage medium. To read data, a tape drive must wind through the spool of tape to the exact location of the desired information. To write, the tape drive encodes data sequentially on the tape. Because tape drives cannot randomly access or write data like disk drives, and are thus much slower, they have been replaced as the primary storage device with the hard drive. The hard drive is composed of thin layers of rigid magnetic platters stacked on top of one another like records in a jukebox, and the heads that read and write data to the spinning platters resemble the arm of a record player. Floppy disks are another common magnetic storage medium. They offer relatively small storage capacity when compared to hard drives, but unlike hard drives, are portable. Floppy disks are constructed of a flexible disk covered by a thin layer of iron oxide that stores data in the form of magnetic dots. A plastic casing protects the disk: soft for the 51/4-inch disk, and hard for the 31/2-inch disk. Magnetic storage medium, for all its advantages, only has a life expectancy of twenty years. Data can be stored on electronic medium, such as memory chips. Every modern personal computer utilizes electronic circuits to hold data and instructions. These devices are categorized as RAM (random access memory) or ROM (read-only memory), and are compact, reliable, and efficient. RAM is volatile, and is primarily used for the temporary storage of programs that are running. ROM is non-volatile, and usually holds the basic instruction sets a computer needs to operate. Electronic medium is susceptible to static electricity damage and has a limited life expectancy, but in the modern personal computer, electronic hardware usually becomes obsolete before it fails. Optical storage medium, on the other hand, will last indefinitely. Optical storage is an increasingly popular method of storing data. Optical disk drives use lasers to read and write to their medium. When writing to an optical disk, a laser creates pits on its surface to represent data. Areas not burned into pits by the laser are called lands. The laser reads back the data on the optical disk by scanning for pits and lands. There are three primary optical disk mediums available for storage: CD-ROM (compact disc read-only memory), WORM (write once read many), and rewritable optical disks. The CD-ROM is, by far, the most popular form of optical disk storage; however, CD-ROMs are read-only. At the factory, lasers are used to create a master CD-ROM, and a mold is made from the master and used to create copies. WORM drives are used almost exclusively for archival storage where it is important that the data cannot be changed or erased after it is written, for example, financial record storage.Rewritable optical disks are typically used for data backup and archiving massive amounts of data, such as image databases. Although there are many manufacturers of the data storage devices used in the modern personal computer, each fits into one of four technological classes according to the material and methods it uses to record information. Hardcopy medium existed before the invention of the computer, and magnetic medium is predominantly used today. Electronic medium is used by every computer system, and is used to store instructions or temporarily hold data. Finally, optical storage medium utilizes lasers to read and write information to a disk that lasts indefinitely. Each type of medium is suitable for certain functions that computer users require. Although they use differing technologies, they all have equal importance in the modern personal computer system.

Hemp Seed – Too Good For Australians to Eat

Locally established hemp distributor, Planet Hemp Products, exported Australian grown and processed human-grade hemp food to China this week.

Planet Hemp Products is the first company in Australia to export hemp food to China. For many years, China has been one of the largest producers and exporters of hemp seed and hemp fibre products in the world.

In that same year, the Food Standards Australia New Zealand (FSANZ) recommended that the Australian Health Council approve hemp seed foods for human consumption. For the first time in Australian history, the Health Council of Australia has ignored a FSANZ recommendation leaving Australia as the last western democracy in which hemp seed foods for humans remain controlled by State Criminal legislation.

The only hemp foods currently available in Australia are for our pets. Ironically, the Australian made pet food contains the same Australian hemp seeds contained in human grade food that Planet Hemp Products now exports.

Planet Hemp Products began working with Austrade offices in London, New York, Los Angeles, Toronto, Vancouver and Tokyo late last year to introduce Australian made hemp foods to the world.

Hemp seed does not contain any THC, the drug; it is a superior source of easily digestible and complete proteins, dietary fibre and the good fats – omega 3 and omega 6. Hemp as an agricultural crop is environmentally and commercially sustainable to grow in many parts of Australia.

Due to the legal restrictions in Australia, Planet Hemp Products was inadvertently lead into the pet food industry. It was a decision that would change the face of the Australian hemp food and pet food industries forever as Planet Hemp Products began exporting its range of Dr Skoobie’s Snax and Superior Health Choice dog kibble earlier this month to the USA.

Planet Hemp Products are a family owned company that began in 2004 when they executed the largest hemp seed contract in Australia. In 2007, Hemp seed production will have increased by over 1,000% with licensed crops in Queensland, Tasmania and Victoria.

The Federal Government is reluctant to change the status quo regarding hemp seed foods in Australia for people. One of the stated reasons is that it will confuse the Australian public.

This new situation is creating more confusion as many informed Australians are wondering why it seems everyone else can benefit from hemp seed foods, except them. Even our cousins across the Tasman are permitted to consume hemp seed oil.

This April 20th holiday is an opportunity to celebrate this extraordinary moment and rally to the cause. The 420 holiday was started in 1971 by a group in San Rafael, California that was looking for a way to enjoy the drug in a socially accepted way. Now it has come to be known as a time to connect, reflect and celebrate medical cannabis. This is a ritual that still holds a deep meaning to the medicinal cannabis culture. For those on the frontlines of medical cannabis – and in an effort to break widely perceived stigmas – it’s time to re-tool and reflect on some history making moments that have occurred in the industry in the last few years.

In October of 2009, the Attorney General Eric Holder states that the Justice Department will not prosecute and calls for review of marijuana cases on a case-by-case basis consistent with the state and local law enforcement authorities.

In November of 2009 The American Medical Association (AMA) issues a resolution that asks the Federal government to review the restrictions on medical marijuana in order to ease the way for more research.

In March of 2011 the first real market data of the medical cannabis industry’s economic power was released by See Change Media and the National Cannabis Industry Associations first lobbying day on Capitol Hill – citing domestic sales of medical marijuana to be 1.7 billion dollars.

As of 2011 there are 15 compassionate states and D.C. who have passed and are implementing their compassionate use legislation, with dozens of more states considering initiatives for their states future health and economies.

The time has come to celebrate the 420 Holiday responsibly by integrating holistic health, environment and the precepts of Earth Day into the conversation. It’s the dawning of a new age and the medical cannabis revolution is upon us.

The Deep Green festival is the first Earth Day celebration of medical cannabis, health and ecology will be held Saturday April 23rd at Craneway Pavilion in Richmond, California. The event will feature music, speakers, workshops and over 75 exhibits.

Her skill span includes everything from office operations and digital marketing to community outreach in the nutraceutical, public health, and environmental areas; Moyer’s experiences in digital marketing and public health will also be valuable as the company develops medical marijuana marketing strategies for clients.

“Melody’s well-rounded experience with dealing with startups and small businesses, her understanding of large construction projects and their environmental impact as well as her understanding of medicinal herbs is very compatible with the content and the issues that we deal with in developing the foundation for the cannabis industry,” Czarkowski commented.

In addition to her work experience, Ms. Moyer also holds a master’s degree in urban and regional planning from the University of Colorado in Denver. She also has certification in botanicals and experience with essential oils and medicinal herbs.

Czarkowski added that Ms. Moyer also has an interest in cannabinoids, pain management, and women’s health and wellness, all of which contributed to the decision to add her to the Canna Advisors team.
