WASHINGTON, DC — Representative Earl Blumenauer (D-OR), along with Representatives Jared Polis (D-CO), Thomas Massie (R-KY) introduced an amendment to H.R. 1947, the Federal Agriculture Reform and Risk Management Act of 2013, the FARM Bill that would allow colleges and universities to grow and cultivate industrial hemp in states where it is already legal without fear of federal interference. The amendment passed today by a vote of 225-200.

“Because of outdated federal drug laws, our farmers can’t grow industrial hemp and take advantage of a more than 0 million dollar market. We rely solely on imports to sustain consumer demand. It makes no sense,” said Blumenauer. “Our fear of industrial hemp is misplaced — it is not a drug. By allowing colleges and universities to cultivate hemp for research, Congress sends a signal that we are ready to examine hemp in a different and more appropriate context.”

Nineteen states have passed pro-industrial hemp legislation. The following nine states have removed barriers to its production: Colorado, Kentucky, Maine, Montana, North Dakota, Oregon, Vermont, Washington and West Virginia.

“Industrial hemp is an important agricultural commodity, not a drug,” said Rep. Polis. “My bipartisan, common-sense amendment, which I’ve introduced with Representatives Thomas Massie (R-KY) and Earl Blumenauer (D-OR), would allow colleges and universities to grow and cultivate industrial hemp for academic and agricultural research purposes in states where industrial hemp growth and cultivation is already legal. Many states, including Colorado, have demonstrated that they are fully capable of regulating industrial hemp. George Washington and Thomas Jefferson grew hemp. The first American flag was made of hemp. And today, U.S. retailers sell over 0 million worth of goods containing hemp—but all of that hemp is imported, since farmers can’t grow it here. The federal government should clarify that states should have the ability to regulate academic and agriculture research of industrial hemp without fear of federal interference. Hemp is not marijuana, and at the very least, we should allow our universities—the greatest in the world—to research the potential benefits and downsides of this important agricultural commodity.”

“Industrial hemp is used for hundreds of products including paper, clothing, rope, and can be converted into renewable bio-fuels more efficiently than corn or switch grass,” said Rep. Massie. “It’s our goal that the research this amendment enables would further broadcast the economic benefits of the sustainable and job-creating crop. I look forward to working with Rep. Polis and Rep. Blumenauer on this issue.”

“Vote Hemp applauds this new bi-partisan amendment and we are mobilizing all the support we can. This brilliant initiative would allow colleges and universities the opportunity to grow and cultivate hemp for academic and agricultural research purposes,” says Eric Steenstra, President of Vote Hemp. “It would only apply to states where industrial hemp growth and cultivation is already legal in order for those states to showcase just how much industrial hemp could benefit the environment and economy in those regions,” continues Steenstra.

“Federal law has denied American farmers the opportunity to cultivate industrial hemp and reap the economic rewards from this versatile crop for far too long,” said Grant Smith, policy manager with the Drug Policy Alliance. “Congress should lift the prohibition on the domestic cultivation of industrial hemp as soon as possible. Allowing academic research is an important first step towards returning industrial hemp cultivation to American farms.”

In addition to the co-sponsors of this amendment, Ranking Member Colin Peterson (D-MN) and Rep. Andy Barr (R-KY) also spoke in support of this amendment.

Industrial Ventilation

Industrial ventilation is of paramount importance to ensure the safety and well-being of employees. In industries where employees are subjected to dangerous chemicals, vapours and gasses on a daily basis, effective industrial ventilation can mean the difference between life and death. The basic concepts behind industrial ventilation are quite simple, but for it to be effective, the ventilation system needs to be installed by an experienced engineer.

Industrial ventilation is a method of controlling employee exposure toxic chemicals, volatile airborne substances and flammable vapours by removing the contaminated air and replacing it with clean, fresh air. Used in a variety of different industries where poisonous vapours may be a problem, industrial ventilation is most often employed to remove welding and solvent vapours, oil mists and poisonous or volatile dust.

But, industrial ventilation may not always be necessary. True, it should be preferable for the continued health of your employees, but regulations suggest that industrial ventilation only becomes compulsory when:

the levels of contaminants exceed regulated levels;
the lower explosive limit of flammable vapours is exceeded; or
when the oxygen concentration in an area drops below 19.5%.

Industrial ventilation should also be considered before respirators. Not only is the system easier to maintain, but, in the long run, is a much more cost effective method of air purity control.

There are a number of industrial ventilation options available depending on the circumstances of your industry’s circumstances. The most basic is indoor quality ventilation that aims to provide fresh air throughout a building as part of the existing ventilation system. This option is primarily used in offices but can be effective in small industries where the concentration of contaminants is low.

Easy to maintain and inexpensive to set up is dilution ventilation. This form of industrial ventilation uses large and powerful exhaust fans to extract contaminated air and to draw in clean air. It is very effective in clearing flammable vapours but is less effective for metal fumes or large concentrations of highly toxic materials. Depending on where the industry is located, the incoming air may require a lot of cooling or heating before it can be introduced into the industrial ventilation system, increasing the cost of using the system.

Dilution ventilation uses the simple principles of displacement and dilution to function. Some of the contaminated air is removed and replaced with large amounts of fresh air. The concentration of the contamination is effectively lowered, making it safer for people to work in the area.

A more localised industrial ventilation system is local exhaust ventilation. This system captures the contaminations at the source and expels it before it has a chance to disperse into the air. For highly toxic contaminants or high concentrations, this industrial ventilation is probably one of the best. It does not require large amounts of fresh incoming air since the exhaust of contaminants is localised. This effective ventilation comes at a higher cost and more frequent maintenance, however.

Local exhaust ventilation works like a vacuum cleaner forcing contaminated air to move from a high concentration to a low concentration. It is perhaps one of the most effective industrial ventilation systems because it removes the contaminants at the source before it has a chance to spread.

There are effective industrial ventilation systems available for any industry. Some are simple to use, like dilution ventilation, while others are specifically made for highly toxic environments, like local exhaust ventilation. Whatever the decision, as long as the industrial ventilation keeps your employees safe from the contaminations of the substances they work with, it is doing its job.

Illinois Lawmakers Respond to Prohibition’s Collateral Damage

“The collateral consequences of cannabis prohibition,” noted Dan Linn, executive director of Illinois NORML, “are proving to be socially burdensome: in politics, that usually means change.”

Illinois NORML is the Illinois chapter of the National Organization for the Reform of Marijuana Laws, the oldest national public policy organization dedicated to the removal of penalties for the responsible adult consumption of cannabis.

In the last week five cannabis reform measures advanced quietly in the Illinois General Assembly. Three bills dealing with lowering the consequences of small cannabis offenses advanced out of House Committees, illustrating a new approach toward non-medical users of the plant. Also, a Republican sponsored hemp farming and research bill moved out of Executive Committee. Most notably, a bill to include epileptic children in the Medical Cannabis Pilot Program unanimously passed the Senate Public Health Committee without opposition testimony. Each bill now moves to a full vote by the respective chamber.

“Even in an election year,” noted Linn, “Illinois lawmakers are realizing that our prohibition on cannabis has failed and that action needs to be taken to reduce and eventually remove the penalties associated with responsibly consuming cannabis. At the same time we are reducing the penalties we can provide a new opportunity for jobs and boost the economy by allowing hemp farming once again in Illinois.”

“It’s overdue,” Linn observed, “for Illinois lawmakers to address the collateral consequences associated with an arrest and criminal record for cannabis. Too many Illinoisans are deprived of access to housing, gainful employment and other opportunities due to a cannabis conviction.”

Farming Your Own Backyard

The world’s turn in focus from consumption to production has caused a renewed focus in sustainable living. Cities around the world are finding new ways to use renewable energy and decrease dependency on fossil fuels. And they are trying to stimulate the people to act for themselves and join the movement toward a “Green” planet.

Austin is doing its part. With its new slogan “Grow Local”, SFC – Sustainable Food Center – in Austin is educating and encouraging Texans to turn to their own backyards for food and resources. Through gardening and composting, each household can become more independently sustainable and less dependent upon outside help.

According to the SFC, Texas ranks third (to the bottom) in food insecurity. That means that over 15% of households in Texas can’t produce one thing for themselves from the ground; but instead, they go the grocer or a restaurant for everything. They cannot feed themselves.

But it doesn’t have to be this way. Though Texas soil provides challenges for growing some products, other products grow quite well, enabling a well-rounded, diverse garden. SFC gives these tips for starting and maintaining a garden.

Greatest Garden Ever

1. Preparing the Time– Spring in Texas is not the only time to plant. Fall, too, works just as well by providing an appropriate, mild climate. So February-March and September-October are the two prime planting times; however, you can plant almost year round in Texas. Best advice for starting out: start small. You want to have something that you can manage without feeling overwhelmed. You can always expand your garden when you are ready.

2. Preparing the Ground – Because the dirt is so hard, make sure that you water the ground before beginning to prepare the garden bed. It is much easier to work with moist dirt than it is to dig in the clay ground. Make sure when loosening the soil to remove weeds and grass roots, as well as build pathways and trenches for water. To ensure that weeds don’t grown on the pathways, lay down newspaper or cardboard first and then mulch or leaves.

3. Planting – For best results, follow the instructions on the seed packets. They will tell you about spacing, sunlight and amount of water needed. Make sure and keep the soil moist during germination so that the maximum number of seeds will sprout. Then, when plants emerge, thin your garden out by pulling up the ones that are too close together.

Sharing the Wealth

If you don’t have the space for a garden, then SFC has a list of all the community gardens around town that you can join. And if you are growing in your own backyard, then you can join a co-op to share what you have and get what you don’t.

Becoming sustainable is not as hard as you might think. With organizations like SFC providing information to locals, anyone can “Go Green” right from home…even right from their very backyard.
