Cannabis legislation has been all over the news lately. New York just became the twenty-third state to legalize medical cannabis, and a day later, Washington state’s first recreational marijuana dispensaries opened their doors. Activists have successfully brought cannabis-related initiatives to the November ballot in three states and Washington, DC, and many other state legislatures are working on relaxing cannabis regulations.

In light of all these changes, United Patients Group thought it would be a good time to put together a comprehensive list of which states allow medical cannabis, which states allow recreational cannabis, and which states have pending legislation or ballot initiatives in 2014.

“Cannabis laws vary tremendously from state to state, and they have been changing faster than ever in recent years,” says John Malanca, founder and owner of United Patients Group, a trusted advocate and news source for medical cannabis patients. “We wanted to give a comprehensive overview of where each state stands and where each state is headed.”

Colorado and Washington are currently the only two states that regulate and tax recreational cannabis use. Since the law went into effect on January 1, Colorado has collected $ 11 million in tax revenue to fund education. Washington dispensaries opened on Tuesday, and the state is expecting to reap millions in taxes to fund its healthcare plan and the General Fund.

Three state legislatures passed medical marijuana bills this year: Minnesota on May 30, Maryland on June 1, and New York on July 5. This brings the total number of states that allow legal access to medical cannabis up to twenty-three states plus Washington, DC.

“It has been an incredible year for medical cannabis—and the year is only half over!” exclaims Malanca. “As more people become educated about the benefits of cannabis for treating a wide array of serious ailments, it becomes impossible to deny patients access to the medicine that helps them most.”

Even conservative states that have remained staunchly anti-cannabis have started to relax their stance a bit. This year, eleven states approved the use of a non-psychoactive cannabis derivative, CBD oil, to treat childhood epilepsy. After an affecting series of reports by Dr. Sanjay Gupta on CNN about how this oil was the only medicine that worked for a group of children with severe epilepsy, governors in Alabama, Florida, Iowa, Kentucky, Mississippi, South Carolina, Tennessee, Utah and Wisconsin signed bills that allow its use. Legislatures in Missouri and North Carolina have approved similar bills, and the governors are expected to sign them soon.

“We applaud these states for recognizing that these children deserve access to medicine that makes an incredible difference to their seizures. We want to point out, however, that many parents find medicine that has more THC in it to be even more effective,” notes Malanca. “And while CBD oil helps with epilepsy, different strains and extracts of cannabis are effective at treating other diseases—including cancer, Alzheimer’s, fibromyalgia, depression, and many others. All patients in these states deserve full access to medical cannabis.”

Looking to the rest of 2014, United Patients Group sees promising activity all over the country. This November, voters in Alaska, DC, and Oregon will have the opportunity to legalize recreational cannabis, which will be regulated and taxed similarly to Colorado and Washington. Voters in Florida will have the opportunity to legalize medical cannabis.

State legislatures are working on cannabis laws, too. This session, many states have considered or are considering legalizing medical marijuana, treating cannabis like alcohol, reducing penalties for marijuana possession, and allowing industrial hemp.

Malanca concludes, “It’s heartening to see that so many states are taking steps to change their unjust cannabis laws, but we still have a lot of work to do to make sure that all Americans can have safe, legal access to the medicine they need.”

Although produced as a serious anti-drug exploitation film, Reefer Madness became a cult comedy hit during the late 1960s and 1970s. It was one of the earliest hits during the golden age of the "midnight movie" in which theaters, especially those near colleges, would run the film at special screenings late at night during weekends.

Trivia

If you still frame the newspaper which flashes on screen just before the verdict is announced at the end of the film, underneath the headline is another front-page news story which bears the smaller headline: "DICK TRACY, G-MAN, IN SENSATIONAL RAID".

The movie theater marquee reading "Terry Rooney in ‘Any Old Love’", is a standing set from the picture Something to Sing About (1937).

Dwain Esper unsuccessfully sued a distribution company in the 1960s over the film rights, claiming that he had produced the film for the U.S. Army, and that he was the legal copyright owner. However, he was unable to support his claims, and lost the case.

Stars Dorothy Short (Mary) and Dave O’Brien (Ralph) were married the year this film was released (1936).

A special-edition DVD of the film was released in 2004, with an outrageously non-realistic colorization (the various characters who smoke all exhale brightly colored pastel smoke) and a satirical commentary track by Michael J. Nelson of "Mystery Science Theater 3000" (1988).

Reefer Madness: The Movie Musical (2005) won a bunch of awards and was nominated for many more. It won an Emmy in 2005 for Outstanding Music and Lyrics for the song: "Mary Jane/Mary Lane". It was nominated for an Emmy for Outstanding Choreography and nominated for another for Outstanding Makeup for a Miniseries, Movie or a Special (Non-Prosthetic). Also in 2005, it won a Satellite Award for Outstanding Actress in a Miniseries or a Motion Picture Made for Television (Kristen Bell ) and another for Outstanding Motion Picture Made for Television. It was nominated for a Satellite Award for Outstanding Actor in a Miniseries or a Motion Picture Made for Television (Christian Campbell). In 2006 it was nominated for a Golden Reel Award for Best Sound Editing in Television Long Form – Dialogue and Automated Dialogue Replacement. Also in 2006, it was nominated for the ASC Award for Outstanding Achievement in Cinematography in Movies of the Week/Mini-Series’/Pilot. It was nominated in 2006 for an Eddie for Best Edited Miniseries or Motion Picture for Non-Commercial Television.

Ambaree is the brown hemp of Hibiscus canna-bbms, and under the microscope (Gg. 15, b) is verysimilar to the fibre of the Bariala. The true Hemp {Cannabis satira) is well known;and fig. 16 represents the microscopic appearance ofthree varieties : the Russian, Himalayan, and Italian.They are not unlike flax, except as to the transversemarkings, in which hemp is usually defective, and,when present, not so decided. It is difficult to dis-tinguish some fine samples of hemp from flax. Sunx or Bombay hemp (Crotalaria jvncea) offersa fibre which microscopically is rather like that of hemp, but rougher, and without any indication ofcross markings.

Cannabis Now Magazine Celebrates the Return of American Hemp

Cannabis Now Magazine featured the historic first hemp crop grown in the U.S. in decades on the cover of its latest issue. Photographer Kim Sidwell’s cover image, showcased in the publication driven to enlighten and educate the public on the legitimate and beneficial side of cannabis, demonstrates a celebration of cannabis’ long demonized cousin and a return of the industrial hemp industry in America.

“It’s all about job creation, that’s the whole point of this industry,” Colorado hemp cultivator Ryan Loflin said. “To get small town America back to having jobs that are profitable. The end result in rural America is going to be pretty outstanding. It has so many uses … everything except glass can be made from hemp, it’s a special crop.”

The latest issue of Cannabis Now also includes an article on hemp plastics and the future of the hemp marketplace in areas such as fashion, topical creams, nutrition and building materials.

During World War II American farmers harvested more than 150,000 acres of hemp promoted by the USDA’s Hemp for Victory propaganda film. Growing hemp was banned in the U.S. in 1957; however, non-psychoactive hemp products have remained available domestically, as the industrial hemp itself is grown and imported from countries where it is legal. A provision included in the passage of this year’s Farm Bill now allows colleges and state agencies to grow hemp for research purposes.

Ed Rosenthal’s Marijuana Growers Handbook clarifies that while hemp is a common name for plants in the entire genus of cannabis, the word typically refers to cannabis strains cultivated for industrial (non-drug) use as they contain minimal amounts of THC.

“Featuring hemp on our cover showcases the return of a fiber truly engrained in fabric of America’s history,” Production Manager Ellen Holland said. “At Cannabis Now Magazine, we promote every aspect of the plant including cannabis as a medicine and hemp for oil and fiber. We push for a full understanding of the cannabis plant.”
